  • 1 package rice paper wrappers
  • 1 cup shredded carrots
  • 1/2 cup chopped green onions

Instructions

  1. In a skillet over medium heat, cook the ground beef until browned.
  2. Add garlic, soy sauce, fish sauce, and red pepper flakes, cooking for another 2 minutes.
  3. Remove from heat and stir in basil, carrots, and green onions.
  4. Soak rice paper wrappers in warm water until pliable.
